Redevelopment of former Foggy Bottom office building begins for new 300-unit residential community coming in 2027
Carr Properties, a leading owner, operator, and developer of premium office and residential properties, today announced that demolition has commenced at 2121 Virginia Avenue NW in Washington, D.C.’s Foggy Bottom neighborhood. The milestone marks the initial phase in Carr’s planned transformation of the former office property into a premier residential community. Delivery is anticipated in early 2028.
Located steps from George Washington University and the State Department, 2121 Virginia Avenue NW sits at the center of one of the District’s most connected and institutionally anchored neighborhoods. Upon completion, the redevelopment will deliver approximately 300 residences, including 30 designated affordable units, contributing to the city’s housing goals while introducing new residential density in a supply-constrained submarket. Planned amenities include a rooftop deck and pool with views of the Washington Monument, a wellness-focused fitness center, resident lounge spaces, a courtyard garden and on-site car and bike parking within the existing below-grade garage.

The project, with Clark Construction serving as general contractor, is designed by Michael Graves Architecture with a vision that reflects the site’s character and historic significance. The 2121 Virginia Avenue NW redevelopment carries forward Carr’s continued expansion into residential development and its focus on creating thoughtfully designed apartment communities in highly connected urban neighborhoods. The project builds on the firm’s growing residential pipeline across the region, including 3033 Wilson in Arlington and Margot in Alexandria, and reinforces Carr’s long-term commitment to investing in the Washington, D.C. area.
